Tennessee is divided into eleven Homeland Security Districts to provide organized, coordinated multi-county teams that maximize efforts to prevent, protect against and respond to manmade or natural incidents. This organization allows for wise use of limited resources of funds, personnel, equipment and time by building mutually supporting and interoperable programs across the state. The following counties make up District 1:
