Line-of-Duty Death: AEMT Fred Kemp, Washington County/Johnson City EMS

JOHNSON CITY, Tenn. (October 23, 2025)Washington County/Johnson City EMS is heartbroken to share that Fred Kemp, an Advanced EMT (AEMT) and Rescue Technician with 28 years of service, died in the line of duty during a training exercise on Wednesday, October 22, 2025.


On Wednesday afternoon, crews conducted a scheduled high-angle technical rescue training. According to preliminary information, during the exercise, AEMT Fred Kemp, who was serving as the instructor, suffered a fall from significant height. Other personnel taking part in the training immediately provided emergency care and requested additional resources. Despite extensive lifesaving efforts by those on scene, he did not survive his injuries.


The department is in close contact with the Kemp family, including Fred’s wife, who is also a long-time member of the department.


This loss weighs heavily on everyone in the agency. Even in a profession where exposure to trauma is common, losing a partner and friend is something no one is ever fully prepared for. Peer support and wellness services will be offered to EMS personnel.
