EMA Announces Full Staffing

Washington County, Tenn. (September 30, 2025) - Washington County/Johnson City Emergency Management Agency (WCJCEMA) is celebrating full staffing and the integration of new personnel into their roles.


The agency has added new team members to strengthen operations and community support:


  • Deputy Director Trever Rees

  • Operations / Public Affairs Officer James Matthews

  • Operations / Training Officer Connor Morgan

  • Administrative Specialist Kelly Bentley

  • Public Safety Drone Operator Chris Pape

  • CERT Coordinator Phil Bentley


“These new positions give us the ability to do more and to do it better,” said Evan Clyburn, WCJCEMA Director. “Our mission is to reduce the loss of life and property through preparedness, response, recovery, mitigation, and prevention. This team brings the skills to deliver on that mission.”


The team has already stepped into their roles. Last week and throughout the weekend, they supported community events and gatherings tied to the anniversary of last year’s flood, showing the agency’s commitment to staying engaged with residents before, during, and after emergencies.
